Senator Colin Deacon was appointed to the Senate of Canada in 2018. A lifelong entrepreneur, he advocates for innovation and entrepreneurship as tools to build a more inclusive and resilient economy. His work focuses on harnessing the digital economy, strengthening Canada’s competitiveness, and empowering the private sector to take meaningful action on climate change.

Christian Leuprecht
Distinguished Professor, Royal Military College of Canada
Professor Christian Leuprecht is a Distinguished Professor at the Royal Military College of Canada and Editor-in-Chief of the Canadian Military Journal. His research and publications explore national security, defence policy, civil-military relations, financial crime, border security, and geopolitical futures across the Arctic and Antarctic regions. A senior fellow at the Macdonald-Laurier Institute, he also holds appointments at Queen’s University and Charles Sturt University. His recent books examine critical issues including financial crime in Canada, the Canada–U.S. border paradox, and intelligence and statecraft.

Carsten Fink
Chief Economist, World Intellectual Property Organization (WIPO)
Carsten Fink is the Chief Economist at the World Intellectual Property Organization (WIPO) in Geneva. He previously served as Professor of International Economics at the University of St. Gallen and held research positions at Sciences Po in Paris. His work focuses on intellectual property, innovation, and international trade. He holds a PhD in Economics from the University of Heidelberg.

Marc-Andre Hawkes
Executive Director, Science, Technology and Innovation Strategy and Partnerships, Global Affairs Canada (GAC)
Marc-André is the Executive Director for Science, Technology and Innovation Strategy and Partnerships at Global Affairs Canada. He leads efforts to strengthen international STI collaboration and research security across federal and provincial agencies. A career diplomat since 2003, he has served in Quito, Miami, and Sydney. He holds a Master’s in Management from Harvard University and teaches at McGill University.

BGen (Retired) Robert Mazzolin
Senior Fellow, Centre for International Governance Innovation (CIGI)
Brigadier-General (Retired) Robert Mazzolin is a senior fellow at CIGI and Chief Technology Strategist at RHEA Group, where he guides technology and security initiatives across space, defence, and critical infrastructure sectors. A former senior officer in the Canadian Armed Forces, he held key leadership roles in cyber operations and defence technology. He holds a PhD in Engineering Management and multiple advanced degrees in defence and technology.

Philippe Hebert
Director General, R&D Innovation, Defence Research and Development Canada (DRDC)
​Philippe Hébert is the Director General of R&D Innovation at DRDC, leading key initiatives such as the Innovation for Defence Excellence and Security (IDEaS) program. He ensures Canada’s defence community has access to cutting-edge solutions from Canadian innovators and represents Canada on NATO’s DIANA Board. Previously, he held senior roles in intelligence policy, defence strategy, and international partnerships within National Defence.

Goran Samuel Pesic
President & CEO, Samuel Group of Companies
Chairman, Policy Insights Forum (PIF)
Goran Samuel Pesic is President & CEO of the Samuel Group of Companies and Chairman of the Policy Insights Forum (PIF). With over 30 years of leadership across business, defence, government affairs, and national security, he oversees a North American network providing strategic advisory and defence consulting services. A registered lobbyist in Washington, D.C., and Ottawa, he was recognized in 2024 by Canadian Defence Review as a leading figure in Canada’s defence and aerospace sector. He is a Fulbright Scholar in U.S. National Security Policy and holds a B.A. from the University of Toronto.

Judith Bennett
Associate Assistant Deputy Minister (Materiel)
Judith Bennett, P.Eng., PMP, serves as the Associate Assistant Deputy Minister (Materiel), overseeing Canada’s largest defence materiel organization. She has held senior roles across infrastructure, engineering, and supply chain management, including leadership of major national assets and the Carling Campus Project. She holds degrees in Civil Engineering and Complex Project Leadership.

Jesse Vincent-Herscovic
CEO of Axelys
Jesse Vincent-Herscovici is the CEO of Axelys and brings over 15 years of experience in forging partnerships across government, academia, and industry. A leader in Québec’s innovation ecosystem, he focuses on accelerating research, strengthening collaboration, and connecting talent with emerging opportunities. Before joining Axelys, he served as Vice-President of Business Development at Mitacs and sat on several advisory boards in science, technology, and innovation. He holds a B.A. in Psychology and an M.A. in Human Systems Intervention from Concordia University.

The Honourable Peter MacKay is a former Minister of National Defence, Minister of Justice and Attorney General, and Minister of Foreign Affairs for Canada. Over an 18-year career in Parliament, he served in several senior cabinet roles and was a key figure in the creation of the Conservative Party of Canada. Today, he is a Strategic Advisor at Deloitte Canada and Senior Counsel at McInnes Cooper, contributing his expertise on justice, security, defence, and international affairs.

Zafer Sonmez
Lead Research Associate, The Conference Board of Canada
Zafer Sonmez is a Lead Research Associate at the Conference Board of Canada. He specializes in regional and national economic analysis with a focus on the geography of innovation. His research includes national innovation performance measurement and the impact of automation on the workforce. He is the main author of the Conference Board’s Innovation Report Card.

Martin Vezina
Tax Partner and National Leader, Global Investment and Innovation Incentives (Gi3) Practice
Martin Vézina is a Tax Partner and the National Leader for the Global Investment and Innovation Incentives (Gi3) practice. He helps Canadian companies innovate and expand globally by optimizing tax and non-tax incentives. With over 20 years of experience, he advises private and public organizations on tax planning, intellectual property management, and innovation-driven growth.

Karn Manhas
Founder and CEO, Miraterra; Founder, Terramera
Karn Manhas is a founder, scientist, and innovation leader focused on advancing sustainable agriculture and soil intelligence. He is the founder of Terramera, where he built a portfolio of more than 300 patents, including breakthrough Raman spectroscopy technology that transforms soil and plant signals into actionable insights. He later launched Miraterra to apply AI and science to soil health, helping farmers improve productivity, profitability, and climate resilience. A frequent speaker at global forums, Karn is known for translating bold scientific ideas into practical solutions that support regenerative agriculture and healthier ecosystems.

John Ruffolo

John Ruffolo is the Founder and Managing Partner of Maverix Private Equity, where he leads strategy and investments in technology-enabled growth. He previously founded OMERS Ventures and co-founded the Council of Canadian Innovators.
At OMERS Ventures, he oversaw over USD $500M in investments in leading tech companies such as Shopify, Hootsuite, Wave, and Hopper. Earlier in his career, John was a Partner at Deloitte, guiding national and global work in the technology sector.
He has served on numerous corporate and non-profit boards and has been recognized with several honours, including the Order of Merit of the Italian Republic.

Philippe Boivin

Philippe Boivin has served as INO’s Vice-President, Corporate Affairs since 2009. He oversees legal affairs, intellectual property management, technology transfer negotiations, communications, and quality/document management. Before joining INO, he spent 15 years at McCarthy Tétrault as a partner specializing in intellectual property and technology law. He has published and lectured widely and sits on several advisory committees and boards. Philippe holds a law degree from Université Laval, is a member of the Quebec Bar, and is a certified corporate director (ASC).
